Key Facts:
Chadwick was employed by the Poor Law Commission to investigate living conditions in 19th
century towns. His report concluded that poverty was caused by ill health as a result of the poor
living conditions in which people lived. It was published in 1842.
His recommendations formed the basis of the 1848 Public Health Act that moved away from a
laissez-faire approach by the government. These included cleaning up streets, improving water
supplies and providing for medical health officers. The 1848 Act was not compulsory though. |
